IN THE MONTH OF APRIL - 2010

INAUGURATION OF THE OFFICES OF THE DISTRICT LEGAL SERVICES COMMITTEES FOR EAST DISTRICT AND NORTH-EAST DISTRICT AT KARKARDOOMA COURTS

New office premises of the District Legal Services Committees (East District & North-East District) at Karkardooma Courts on 24th April, 2010 was inaugurated by Hon'ble Mr. Justice Madan B. Lokur, Acting Chief Justice, High Court of Delhi & Executive Chairman, Delhi Legal Services Authority. Now, people living in East Delhi and North East Delhi would be able to avail of the facility of legal aid in their respective Districts without any hassles. Mr. Pooran Chand, Metropolitan Magistrate is the Secretary for East District and Mr. Gorakh Nath Pandey, Additional Rent Controller is the Secretary for North-East District. Special rooms for Counsellors are provided in both the Districts Offices where people can meet them and discuss their problems.

ORIENTATION PROGRAMME FOR PANEL LAWYERS (CRIMINAL)

In a first ever effort in the country, the Delhi Legal Services Authority has put in place an Orientation Programme for its newly empanelled lawyers on the criminal panel for District Courts. The 197 lawyers are to be exposed to an Orientation Programme on 1st May, 2010. The Orientation Programme is to include topics such as the Importance of Effective Legal Aid, the Need for a Humane Approach, Drafting, Procedure, Client Counselling and Cross -examination.

The Orientation Programme was inaugurated on 28th April, 2010 at Tis Hazari Courts by Hon'ble Mr. Justice Altamas Kabir, Judge Supreme Court of India and Executive Chairman, NALSA. In his presidential address Hon'ble Mr. Justice Altamas Kabir emphasized the need for a change in mind set of the legal aid lawyers who were required to think differently. His Lordship pointed out that legal aid should not be viewed as a work of charitable nature which nobody else wanted to do, but must be viewed as a constitutional and statutory right of a citizen to avail of legal aid on satisfying the eligibility criteria. Thus His Lordship advised the panel lawyers that they were fulfilling a statutory and constitutional duty when they opted for being empanelled as legal aid lawyers. His Lordship propounded "a legal aid theory" comprising of SCC i.e. Sensitization, Conscientization (being aware of the needs of society) and Commitment".

In his Keynote address Hon'ble Mr. Justice Madan B. Lokur, Acting Chief Justice, High Court of Delhi and Executive Chairman, Delhi Legal Services Authority informed the gathering that with the aid and assistance of the Hon'ble Judges of the High Court of Delhi who headed the Interview Boards, out of 931 applicants, further short-listed for interview, 197 advocates have been selected on the broad eligibility criteria that for Sessions cases an Advocates must have 10 years practice and for cases before Metropolitan Magistrates, Advocates must have 5 years of practice. His Lordship pointed out that in order to provide quality legal aid to litigants, it was felt appropriate that some orientation be conducted so that the panel lawyers would be aware of their duties and responsibilities.

His Lordship also told the empanelled lawyers that the Orientation Programme was to impress upon the legal aid lawyers to take their work seriously so that over a period of time the prejudice of some Judges that legal aid lawyers do not take their work seriously is dispelled and the Judges also realize that legal aid lawyers mean business.
In this programme, the Hon'ble Judges of the High Court of Delhi who headed the Interview Boards were felicitated and Hon'ble Mr. Justice Altamas Kabir, Judge Supreme Court of India and Executive Chairman, NALSA presented mementos to Hon'ble Ms. Justice Rekha Sharma, Hon'ble Mr. Justice S.N. Dhingra, Hon'ble Mr. Justice S.L. Bhayana, Hon'ble Ms. Justice Reva Khetrapal, Hon'ble Mr. Justice P.K. Bhasin, Hon'ble Ms. Justice Aruna Suresh, Hon'ble Ms. Justice Veena Birbal, Hon'ble Ms. Justice Indermeet Kaur Kochar and Hon'ble Mr. Justice A.K. Pathak.

Since the inauguration at Tis Hazari Courts could be attended only by the lawyers empanelled for East, North East, Central, North, West and North-West Districts, the Hon'ble Executive Chairman, DLSA and Acting Chief Justice, Delhi High Court Mr. Justice Madan B. Lokur hold a smaller function at the Dwarka Courts on 29th April, 2010 for the lawyers empanelled for New Delhi, South and South West Districts. To these empanelled lawyers, His Lordship underlined the need for a very high degree of commitment and a change in mind set of the legal aid lawyers who should understand that even the legal aid beneficiaries were interested in their cases but factors such as financial or other disabilities prevented them from regularly following up the matter in the Courts. His Lordship requested panel lawyers to use their knowledge and professionalism sincerely to obtain results for the poor litigants. His Lordship stressed that having been empanelled as legal aid lawyers, they had to look upon their work as an extremely important job to be taken seriously.

On this occasion Hon'ble Mr. Justice Sanjay Kishan Kaul, Judge High Court of Delhi also requested the empanelled lawyers to provide the best possible assistance to the poor litigants. His Lordship emphasized the need for interaction with the accused to know where the truth lay and to further assist the Court in the just determination of a case. His Lordship requested the legal aid lawyers to take the least number of dates and to ensure quick disposal of legal aid matters. His Lordship expected the legal aid lawyers to create a defence as good as or even better than the prosecution.

IN THE MONTH OF MARCH - 2010

On 20.3.2010 DLSA organized a One Day Seminar for spreading legal awareness on anti-ragging. The seminar was divided into 3 sessions. The target group was the head of the institutions, hostel wardens and students of various Universities in Delhi. In Session I, the audience were sensitized about the Psychology Behind Ragging and in Session II the gathering was made aware about the penal consequences of ragging. In the post lunch session, a documentary Anarth depicting the consequences of ragging was shown to the Target Group. The Hon'ble Executive Chairman of DLSA chaired the Ist Session, Hon'ble Mr.Justice Arijit Pasayat , former Judge, Supreme Court of India chaired the IInd Session and Mr.U.Sarathchandran, Member Secretary, NALSA chaired the post lunch Session. Mr.Harsh Aggarwal and Mr.Varun Aggarwal, Co-Founders, CURE; Sh Shivam Vij, Anti-Ragging Activist; Mr.Charu Sudan Kasturi, Special Correspondent, the Telegraph, were the eminent speakers at the Seminar.

IN THE MONTH OF FEBRUARY - 2010

1. Certificate Distribution : On 3rd February, 2010 at High Court of Delhi, New Delhi, Certificates were distributed to the law interns of Jamia Millia Islamia, Campus Law Centre, Law Centre-1 and other law universities on their successful completion of the Winter Internship Programme by Hon'ble Mr. Justice Madan B. Lokur, Acting Chief Justice, High Court of Delhi & Patron-in-Chief/Executive Chairman, Delhi Legal Services Authority; Hon'ble Mr. Justice Pradeep Nandrajog, Judge, High Court of Delhi; Hon'ble Mr. Justice Sanjay K. Kaul, Judge, High Court of Delhi; and Hon'ble Mr. Justice S.K. Misra, Judge, High Court of Delhi.

2. National Mission for Delivery of Justice and Legal Reforms to Undertrial Prisoners: Special Sittings of ACMMs took place on 4th February, 2010 presided by Sh. Rakesh Pandit, Ld. ACMM, Karkardooma Courts on 5th February, 2010 presided by Sh. Ashutosh Kumar, Ld. ACMM, Rohini Courts on 18th February, 2010 presided by Sh. Rajesh Goel, Ld. ACMM, Dwarka Courts and on 18th February, 2010 presided by Sh. Sunil Choudhary, Ld. ACMM, Tis Hazari Courts, in which a total of 68 UTs were released on personal bonds or their cases were finally disposed off.

3. Sensitization Programme: Delhi Legal Services Authority facilitated the organization of three Sensitization Programmes for Judicial Officers on Granting Bail to the undertrials prisoners who are unable to furnish Bail Bonds despite bail orders subsisting in their favour. These were organized by the Ld. District Judges at various Court Complexes. The First Sensitization Programme was organized for Judicial Officers presiding over the criminal courts at Tis Hazari & Patiala House Courts on 16th February, 2010 who were addressed by Hon'ble Mr. Justice Madan B. Lokur, Acting Chief Justice, High Court of Delhi & Executive Chairman, Delhi Legal Services Authority and Hon'ble Mr. Justice Pradeep Nandrajog, Judge, High Court of Delhi. The Second Sensitization Programme was organized for Judicial Officers on 18th February, 2010 at Rohini Courts who were addressed by Hon'ble Mr. Justice A.K. Sikri, Judge, High Court of Delhi and Hon'ble Mr. Justice Ajit Bharihoke, Judge, High Court of Delhi. The Third Sensitization Programme was organized for Judicial Officers on 23rd February, 2010 at Karkardooma Courts who were addressed by Hon'ble Mr. Justice Badar Durrez Ahmed, Judge, High Court of Delhi and Hon'ble Dr. Justice S. Muralidhar, Judge, High Court of Delhi.

IN THE MONTH OF JANUARY - 2010

1. Delhi Legal Services Authority continued Winter Internship Programme 2009-2010 in the month of January, 2010 for Law Interns from various Law Universities:

a. 30 law interns of Campus Law Centre visited MACT Courts for categorization of MACT cases relating to Death of Child, Housewives and Salaried persons from 1st January to 8th January, 2010. The data relating to MACT Cases prepared by the interns has been forwarded to the concerned MACT Courts.

b. 95 law interns of Law Centre-1 and other law universities in association with the Parivartan Cell of Delhi Police of Outer District, North District and North-West District started Community Awareness Programme from 1st January to 16th January, 2010. The students filled 42 applications for legal aid cases. These applications have been forwarded to the concerned Secretaries of District Legal Services Committees to provide necessary legal assistance to the applicants.

c. 07 law interns from National Law University, Dwarka interacted with the DCP North-East, to learn about efficient investigation procedures and follow up of cases relating to Missing Children from 1st January to 16th January, 2010. The students also went to Karawal Nagar, an area in East Delhi to the houses of persons whose children were reported missing. The students tried to find out the reasons for the missing of children.

2. In the light of the recent amendments to the Cr.P.C. and the announcement of the "National Mission for Delivery for Justice and Legal Reforms to Undertrials", Delhi Legal Services Authority facilitated the Special Sitting of an ACMM on 27th January, 2010 at Patiala House Courts, New Delhi to deal with cases where the undertrials have not been able to take the benefit of bail orders passed by various courts as also for final disposal of petty matters. In this Special Sitting presided by Sh. Ajay Pandey, the Ld. ACMM disposed of finally, cases of 30 undertrials and released 12 others on personal bond. The proceedings were witnessed by Mr. M. Veerappa Moily, Union Law Minister, Ministry of Law; Hon'ble Mr. Justice Madan B. Lokur, Judge, High Court of Delhi & Executive Chairman, Delhi Legal Services Authority; Hon'ble Mr. Justice Manmohan, Judge, High Court of Delhi and Hon'ble Ms. Justice Indermeet Kaur, Judge, High Court of Delhi.


IN THE MONTH OF JULY- 2008

1. TRAINING PROGRAMME FOR LEGAL SERVICES ADVOCATES

Delhi Legal Services Authority in collaboration with 'International Bridges to Justice' organized a Training Programme for Legal Services Advocates on the panel of Legal Services Authorities in India from 11th - 13th July, 2008 at India Habitat Centre, Lodhi Road, New Delhi. Hon'ble Mr. Justice K.G. Balakrishnan, Chief Justice of India was the Chief Guest of the Inaugural Programme held on 10th July, 2008; Hon'ble Mr. Justice T.S. Thakur, Judge, High Court of Delhi & Executive Chairman, Delhi Legal Services Authority delivered the Welcome Address; Hon'ble Mr. Justice Manmohan Sarin, Judge, High Court of Delhi & Chairman, Delhi High Court Legal Services Committee introduced the Training Programme; Hon'ble Mr. Justice A.P. Shah, Chief Justice, High Court of Delhi & Patron-in-Chief, Delhi Legal Services Authority delivered Keynote Address on this occasion; Hon'ble Dr. Justice Arijit Pasayat, Judge, Supreme Court of India delivered the Inaugural Address. Hon'ble Mr. Justice K.G. Balakrishnan, Chief Justice of India delivered the Presidential Address. Ms. Sangita Dhingra Sehgal, Ld. Member Secretary, Delhi Legal Services Authority, proposed Vote of Thanks. Hon'ble Judges of High Court of Delhi and Judicial Officers also graced the occasion with their august presence. Delhi Legal Services Authority prepared a Two Phase Training Programme for Legal Aid Advocates to enhance their capacity qualitatively and quantitatively. First Training Programme was organized on 6th June to 7th June, 2008 at India Habitat Centre, Lodhi Road, New Delhi. Delhi Legal Services Authority organized Second Training Programme in order to give effect to the recommendations made by a Committee constituted by National Legal Services Authority in its "Vision Document" for strengthening and effective implementation of Legal Services Authorities Act, 1987. The Training Programme consisted of Theoretical as well as Practical Sessions. Distinguished Speakers made paper presentations and power presentations on important subjects of Law. Focus of the Training Programme was to update knowledge and skill of Legal Service Advocates and to ensure quality legal services to the beneficiaries under the Act. Methodology adopted for the Training Programme was devised and designed to improve the trial skills of Legal Services Advocates and to sensitise them about the importance of Legal Aid to the social and economically weaker sections of the society. Topics for the Training Programme are as under:-

3. Client Interview
4. Framing Argument on the Charges
5. Plea Bargaining and Pre-Trial Detention.

Hon'ble Judges of Supreme Court of India & High Court of Delhi,distinguished Speakers and Eminent Trainers from the San Francisco Public Defender's Office shared their in-depth knowledge and experience as well as learning with the Legal Service Advocates. Delhi Legal Services Authority is make every endeavour to empower the weaker sections of the society through competent and quality legal services and to ensure same standard of legal services to the beneficiaries under the Act as provided by a private lawyer. Hon'ble Mr. Justice R.V. Ravindaran, Judge, Supreme Court of India was the Chief Guest in the Valedictory Session held on 13.07.08. His Lordship delivered the Valedictory Address and shared his vision and erudite knowledge with the Legal Aid Advocates. On this occasion Certificates were distributed to participating panel Advocates by the Hon'ble Judges.

IN THE MONTH OF JUNE- 2008

TRAINING PROGRAMME OF ADVOCATES HELD ON 6TH & 7TH JUNE, 2008 AT AUDITORIUM, INDIA INTERNATIONAL CENTRE, LODHI ROAD, NEW DELHI.

With a view to ensure quality Legal Service to the beneficiaries under the Legal Services Authorities Act, 1987, Delhi Legal Services Authority organized two days Training Programme for Legal Aid Advocates who have been recently empanelled in compliance with the direction of National Legal Services Authority on 6th & 7th June, 2008 at Auditorium, India International Centre, 40 Max Muller Marg, Lodhi Road, New Delhi from 9:30 AM onwards for imparting training to the Legal Services Advocates on important subjects of Law so as to train and sensitize them about the significant substantive and procedural law as well as to ensure quality legal aid to the beneficiaries.

His Excellency Hon'ble A.P.J. Abdul Kalam, Former President of India had also addressed the participants on the topic "Work with integrity, succeed with integrity".

IN THE MONTH OF MAY - 2008

ALL INDIA MEET OF EXECUTIVE CHAIRPERSONS AND MEMBER SECRETARIES OF STATE LEGAL SERVICES AUTHORITY HELD ON 2ND, 3RD &4TH MAY, 2008 AT VIGYAN BHAWAN, NEW DELHI


Delhi Legal Services Authority organized a 'Meet of the Executive Chairpersons and Member Secretaries of State Legal Services Authorities' on 2nd, 3rd & 4th May, 2008 at Vigyan Bhawan, New Delhi to discuss the 'Role of State Legal Services Authorities' in the matter of 'Implementation of the Poverty Alleviation and other beneficial Programmes of the Govt.'

The function was presided over by Hon'ble Mr. Justice K.G. Balakrishnan, Chief Justice of India. Chairman/Chairpersons of various State Legal Services Authorities and various High Court Legal Services Committee apart from Member Secretaries of the said authorities and Secretaries of the High Court Legal Services Committees also attended the programme.

The subjects discussed in the Meet in three different sessions are of considerable contemporary importance for the women folk and the less fortunate sections of the society for whose benefit, the Govt. have formulated various ameliorative schemes and the role of State Legal Services Authorities in monitoring the execution of such programmes and act as a catalyst for an effective implementation. This was also followed by the fourth session on Socio-Legal Audit of functioning of agencies entrusted with Implementation of Social Schemes & other beneficial programmes by the Legal Services Authorities.

IN THE MONTH OF MARCH - 2008

WOMEN'S DAY CELEBRATION

Delhi Legal Services Authority has been celebrating International Women's Day every year with mass participation of women from all over Delhi. This year the Authority celebrated International Women's Day in association with Delhi Commission for Women and Non-Governmental Organizations in Delhi on 7th of March, 2008 at India Gate Lawns.

Smt. Sheila Dikshit, Hon'ble Chief Minister of Delhi was the Chief Guest of the programme, which was also graced by Smt. P.M. Singh, Member Secretary, Delhi Commission For Women. The Chief Minister and other dignitaries were welcomed by Smt. Sangita Dhingra Sehgal, Member Secretary, Delhi Legal Services Authority.

On this occasion, the Authority installed two stalls to showcase and highlight the services available to the Women/other beneficiaries. Delhi Legal Services Authority also distributed around 20,000 pamphlets to various visitors and participants at the fair. Besides this legal assistance by the Counsellors was also given to the 200 participants.

The Mobile Van of the Authority with Counsellors was also available to give Legal Advice to the participants. The Docu-drama and audio and video CDs prepared by the Authority, were also being displayed on this occasion with the help of projector, for the legal awareness of the masses.

LEGAL AWARENESS PROGRAMME AT TIHAR JAIL. A SEQUEL TO INTERNATIONAL WOMEN'S DAY CELEBRATIONS

Delhi Legal Services Authority & Delhi Prisons in association with Venu Eye Research Institute, Rotary Club of Delhi and Divya Jyoti Jagriti Sansthan organized a Sequel to International Women's Day Celebration on 11th of March, 2008 at Women's Jail No.6, Central Jail Tihar, Delhi.

Hon'ble Dr. Justice M.K. Sharma, Chief Justice, High Court of Delhi & Patron-in-Chief, Delhi Legal Services Authority, High Court of Delhi; Hon'ble Mr. Justice T.S. Thakur, Judge, High Court of Delhi & Executive Chairman, Delhi Legal Services Authority, High Court of Delhi; Hon'ble Mr. Justice Manmohan Sarin, Judge, High Court of Delhi & Chairman, Delhi High Court Legal Services Committee; Hon'ble Ms. Justice Hima Kohli, Judge, High Court of Delhi; Hon'ble Ms. Justice Aruna Suresh, Judge, High Court of Delhi and Hon'ble Ms. Justice Veena Birbal, Judge, High Court of Delhi graced the occasion in the presence of Sh. B.K. Gupta, D.G (Prisons); Dr. Girija Vyas, Chairperson, National Commission for Women; Ms. Tanuja Joshi, Director, Venu Eye Centre; Sh. S.K. Mehra, Legal Committee, Rotary Club; Smt. Pragya Bharati, Member, Divya Jyoti (NGO) and Ms. Nafisa Ali, Film Actress & Social Activist. All the dignitaries were welcomed by Smt. Sangita Dhingra Sehgal, Member Secretary, Delhi Legal Services Authority. Thereafter, a Toy Garden for the welfare and benefit of children of jail inmates was inaugurated by Hon'ble Dr. Justice M. K. Sharma, Chief Justice, High Court of Delhi & Patron-in-Chief, Delhi Legal Services Authority and a large number of toys were installed there for the benefit of jail inmates' wards. The joy on the faces of the children cannot be described in words and was to be seen to be believed.

On this occasion, Sh. B.K. Gupta, D.G (Prisons) delivered the Welcome Address and Address by Hon'ble Dr. Justice M.K. Sharma, Chief Justice, High Court of Delhi & Patron-in-Chief, Delhi Legal Services Authority, High Court of Delhi and Hon'ble Mr. Justice T.S. Thakur, Judge, High Court of Delhi & Executive Chairman, Delhi Legal Services Authority, High Court of Delhi. A Vande Matram, a patriotic song was performed by Anhad Troupe of Central Jail, Tihar. Booklet "Umeed" was released on the occasion by Ms. Girja Vyas, Chairperson, National Commission for Women as prepared by Delhi Legal Services Authority highlighting the rights of women jail inmates. The Authority in association with Venu Eye Centre spearheaded by Dr. Tanuja Joshi, Director, Venu Eye Centre had also organized an Eye Check-up Camp in Jail No. 6 on 1st of March, 2008 and the Spectacles were distributed on 11th of March, 2008 by the Hon'ble Judges of High Court. Ehsaas (A Documentary Film) by Pragaya T.V was thereafter screened. A Dance performance-"Parwaz" a flight of freedom, was also shown there and the performance of jail inmates was highly appreciated and applauded by the dignitaries. Hon'ble Legal Judges of the High Court of Delhi thereafter interacted with Jail Inmates. The function concluded with a vote of thanks by Ld. Member Secretary, Ms. Sangita Dhingra Sehgal, Delhi Legal Services Authority.


Workshop on 31st March, 2008

The Delhi Legal Services Authority organized a workshop on 31.3.2008 at Judges Lounge, High Court of Delhi, Sher Shah Road, New Delhi to devise ways and means to work out the strategies to improve upon the disposal laid of the cases under section 138 of Negotiable Instruments Act, 1881.

The Conference was chaired by Hon'ble Mr. Justice S.B. Sinha, Judge, Supreme Court of India and was also attended by Hon'ble Dr. Justice M.K. Sharma, Chief Justice, High Court of Delhi & Patron-in-Chief, Delhi Legal Services Authority; Hon'ble Mr. Justice T.S. Thakur, Jugde, High Court of Delhi & Executive Chairman, Delhi Legal Services Authority; Professor Mohan Gopal, Director, National Judicial Academy, Bhopal, Mr. G.E. Vahanvati, Solicitor General of India as well as other High Court Judges, District & Sessions Judge, Delhi; Registrar General, Delhi High Court, Registrar (Vig.), Delhi High Court, Chief Metropolitan Magistrate, Delhi, all other ACMMs, Delhi and other Senior Officers of various Banks and financial institutions who were the main complainants and litigating parties pertaining to the cases under section 138 of the Negotiable Instruments Act.

The distinguished gathering shared their views and suggestions for the improvement of disposal of the cases under section 138 of Negotiable Instruments Act, 1881 which has almost choked the entire Justice Delivery Mechanism particularly in Delhi and it was decided that all the participants and representatives from the Banks/Financial Institutions and Mobile Companies shall give their suggestions in writing within a week to Delhi Legal Services Authority which shall compile the same alongwith suggestions and views put forth by the Hon'ble Judges as well as the Solicitor General and Professor Mohan Gopal and thereafter another meeting will be called with a select group and representatives of the Banking Companies and financial institutions having sufficient time at their disposal to devise a pragmatic and workable plan.

The meeting concluded with high-tea.

TWO DAY TRAINING PROGRAMME ON "PROTECTION OF WOMEN FROM DOMESTIC VIOLENCE" AT V.K. KRISHNA MENON BHAWAN, ON 2ND FEBRUARY, 2008 & 3rd FEBRUARY, 2008


Delhi Legal Services Authority organized a Training Programme on "Protection of Women from Domestic Violence" on 2nd February 2008 at V.K. Krishna Menon Bhawan, Bhagwan Das Road.
Hon'ble Mr. Justice Ashok Bhan, Judge, Supreme Court of India was the Chief Guest on this occasion and His Lordship inaugurated the Training Programme. Hon'ble Dr. Justice M.K. Thakur, Judge, High Court of Delhi & Executive Chairman, Delhi Legal Services Authority; Hon'ble Mr. Justice Manmohan Sarin, Judge, High Court of Delhi & Chairman, High Court Legal Services Committee; Hon'ble Ms. Justice Rekha Sharma, Judge, High Court of Delhi; Hon'ble Ms. Justice Manju Goel, Judge, High Court of Delhi (Retd.), Sh. Ajit Bharihoke, Ld. Registrar General, High Court of Delhi; Sh. Satnam Singh, Ld. District & Sessions Judge, District Courts, Delhi and all Secretaries of Delhi Legal Services Authority graced the occasion with their esteemed presence.

The Training Prgramme was divided into 4 Sessions i.e. Session - I, Inaugural Session; Session - II: Role of Protection Officers in the Implementation of the Protection of the Women from Domestic Violence Act, 2005; Session-III: Role of the Police Officer in the enforcement of the Protection of Women from Domestic Violence Act, 2005; Session IV: Role of the Service Providers under the Protection of Women of Domestic Violence Act, 2005.

In the Inaugural Session Hon'ble Mr. Justice T.S. Thakur, Judge, High Court of Delhi and Executive Chairman, Delhi Legal Services Authority delivered the welcome address. Hon'ble Dr. Justice M.K. Sharma, Chief Justice, High Court of Delhi and Patron-in-Chief, Delhi Legal Services Authority enlightened the gathering on the various facets of Domestic Violence Act.

Hon'ble Mr. Justice Ashok Bhan, Judge, Supreme Court of India released the booklet on "Report & Recommendations: Domestic Violence " and also delivered the ketnote address in the Inaugural Session. Inaugural Session was concluded by Ms. Santiga Dhingra Sehgal with her vote of thanks.
The Training Programme on "Protection Of Women From Domestic Violence" also continued on 3rd February, 2008 at V.K. Krishna Menon Bhawan, Bhagwan Das Road.

The Training Prgramme was divided into 3 Sessions i.e. Session - V, Role of the Magistrate in the effective implementation of the Protection of Women from Domestic Violence; Session -VI: Problems and Challenges in the Implementation of the Protection of the Women from Domestic Violence Act, 2005; Last Session- Valedictory Session.

Hon'ble Mr. Justice T.S.Thakur, Judge, Supreme Court of India & Executive Chairman, Delhi Legal Services Authority; Hon'ble Ms. Justice Gita Mittal, Judge, High Court of Delhi and Hon'ble Mr. Justice S.N. Dhingra, Judge, High Court of Delhi graced the occasion.
All the sessions were interactive sessions in which the audience participated and got clarifications for their queries for the distinguished guests.

INAUGURATION OF THE CENTRAL OFFICE OF DELHI LEGAL SERVICES AUTHORITY

Hon'ble Mr. Justice Ashok Bhan, Judge, Supreme Court of India & Executive Chairman, National Legal Services Authority performed the puja and broke the auspicious coconut in the presence of all the dignitaries.

In his keynote address, Hon'ble Mr. Justice Ashok Bhan, Judge, Supreme Court of India & Executive Chairman, Delhi Legal Services Authority appreciated the services being rendered by the Delhi Legal Services Authority under the stewardship of Hon'ble Dr. Justice M.K. Sharma, Chief Justice, High Court of Delhi & Patron-in-Chief, Delhi Legal Services Authority and leadership of Hon'ble Mr. Justice T.S. Thakur, Judge, High Court of Delhi & Executive Chairman, Delhi Legal Services Authority. Hon'ble Dr. M.K. Sharma, Chief Justice, High Court of Delhi & Patron-in-Chief, Delhi Legal Services Authority also addressed the gathering and hoped that with the opening of new office at central location at Patiala House Courts, New Delhi. It will be easier for the public at large to avail the services offered by Delhi Legal Services Authority and take recourse to various Alternative Dispute Resolution Mechanism being propounded by the Delhi Legal Services Authority.

The Executive Chairman, Delhi Legal Services Authority, Hon'ble Mr. Justice T.S.Thakur, Judge, High Court of Delhi stated that alongwith the opening of the new office, the Daily Lok Adalat has also started functioning at the Central Office of Delhi Legal Services Authority at Patiala House Courts and this will facilitate the public at large and would be more convenient for them to avail the services of Daily Lok Adalat on daily basis and public would enjoy the benefits of the Lok Adalat on a continuous basis rather than wait indefinitely.

The function was graced by Hon'ble Dr. Justice M.K. Sharma, Chief Justice, High Court of Delhi & Patron-in-Chief, Delhi Legal Services Authority; Hon'ble Mr. Justice T.S Thakur, Judge, High Court of Delhi & Executive Chairman, Delhi Legal Services; Hon'ble Mr. Justice Manmohan Sarin, Judge, High Court of Delhi & Chairman, Delhi High Court Legal Services Committee; Hon'ble Mr. Justice S. Muralidhar, Judge, High Court of Delhi; Sh. Satnam Singh, Ld. District & Sessions Judge; Ms. Mamta Sehgal, Judge Incharge, Patiala House Courts; Judge Incharge, Kakardooma Courts, Judge Incharge, Rohini Court and Sh. Marc Galanter a renowned Professor of Law (USA) and expert on Indian Legal System.

Thakur, Judge, High Court of Delhi Executive Chairman, Delhi Legal Services Authority delivered the Welcome Adddress and highlighted the high disposal rate achieved by Lok Adalats in the year of 2007; Hon'ble Dr. Justice M.K. Sharma, Chief Justice High Court of Delhi & Patron-in-Chief, Delhi Legal Services Authority delivered the Keynote Address. A Talk on the Indian Experiments for Improving "Access to Justice" was delivered by Sh. Marc Galanter, Professor of Law from United States.

On this occasion, the certificates were distributed by the Hon'ble Judges of High Court and distinguished guests to the Judicial Officers and the staff, who made the Ist Mega Traffic Lok Adalat (8th - 9th September, 2007) successful.

In Session - I of the Seminar Ms. Mohini Giri, Former Chairperson, National Commission of Women acted in capacity of moderator whereas Hon'ble Ms. Justice Gita Mittal, Judge, High Court of Delhi was the keynote speaker. Her Lordship put stressed upon the Legal Intervention in the Domestic Violence.

Ms. Pinki Anand, Advocate, High Court of Delhi gave her views on the topic "Domestic Violence - A Fact Sheet". Ms. Geeta Luthra, Advocate, High Court of Delhi gave Critical Analysis of the Protection of Women from The Domestic Violence Act. Prof. Dr. Jayashree Pillai from Miranda House spoke about significance of counseling in domestic violence. Ms. Shyama Chona, Principal, DPS, R.K. Puram put some light on the "Impact of Domestic Violence" on child. Hon'ble Mr. Justice S. Ravindra Bhat, Judge, High Court of Delhi laid stress upon Judicial Intervention in the Domestic Violence. After summing up of session by Ms. Mohini Giri, question answer session took place.

In Session - II of the Seminar, Hon'ble Mr. Justice A.K. Sikri, Judge, High Court of Delhi was the keynote speaker. His Lordship put stress on the Prevention of Domestic Violence and described various legal aspects of this latest law. Ms Annie Raja, General Secretary of National Federation of Indian Women was the moderator.

Ms. Indira Jail Singh, Famous Advocate, Supreme Court of India highlighted the Steps taken for the Enforcement of the Domestic Violence Act. Shri Sidharth Luthra, Advocate, High Court of Delhi gave the information about Role of Government & Non-Governmental Organization in the implementation of the Domestic Violence Act. Shri Amod Kanth, IPS told about the Scope of Police Intervention in Domestic Violence Cases. Ms. Abha S. Joshi, Executive Director, MARG, NGO laid stress on the Social, Economic and Psychological Impact of Domestic Violence. Ms. Savita Dutta from Matriye College discussed the Role of Educational Institution in Women Empowerment. Hon'ble Ms. Justice Hima Kohli, Judge, High Court of Delhi expressed Procedural Impediments in Implementing Domestic Violence Act. The session ended with question answer series.

Ms. Asmita Basu, Sr. Advocate, High Court of Delhi told about the "Provisions of PNDT Act". Dr. A.K. Mittal CMO PNDTgave a brief description about the status of PNDT Act in Delhi and also gave a Power Point Presentation. Dr. Sharda Jain, renowned Gynecologist described about the "Problems and Challenges in the Implementation in the Pre-Conception & Pre-Natal Diagonistic Techniques". Mr. Pravir Krishan, Joint Secretary (Health) clarified about the "Future Direction in PNDT Act". Shri R.G. Mitra, Monitoring & Evaluation Specialist, UNICEF gave the figures about the Child Sex Ratio. Session - I was concluded with Questions & Answers Sessions in which dignitaries & speakers clarified the queries raised by audience.


In Session - II of the Seminar Hon'ble Dr. Justice S. Muralidhar, Judge, High Court of Delhi was the keynote speaker & Dr. M.D. Chouhan, Director, Family Welfare, Govt. of NCT of Delhi was moderator. Hon'ble Dr. Justice S. Muralidhar gave address upon problem of female feoticide & how effective present law can curb this menance. His Lordship laid stressed on the how Domestic Violence can be prevented. Shri Rakesh Syal, Joint Secretary, Deptt. Of Law, Justice & Legislative Affairs, Govt. of NCT of Delhi described the "Problems and the Law relating to Female Foeticide" and also gave a power point presentation. Dr. Rajesh Kapoor, Secretary, Radiologist Association told how misuse of diagnostic techniques can be prevented. Dr. H.K. Chopra from Moolchand Hospital describe the "Socio Cultural & Religious Factors and Practices Influencing Demographic Composition". Shri C. Pal Singh, Ex. IG (Pb.) describe the "Social Impact of Declining Child Sex Ratio". Session - II was also concluded with Questions & Answers Sessions

In the Valedictory Session, Hon'ble Mr. Justice T.S. Thakur, Judge, High Court of Delhi and Executive Chairman, Delhi Legal Services Authority gave a summary of the Conference Deliberations. Hon'ble Dr. Justice M.K. Sharma, Chief Justice, High Court of Delhi and Patron-in-Chief, Delhi Legal Services Authority also addressed about various recommendations and need to make changes in law. His Excellency Tajendra Khanna, Hon'ble Lieutenant Governor of Delhi gave the Valedictory Address. Hon'ble Mr. Justice Mukul Mudgal, Judge, High Court of Delhi summoned up with the Vote of Thanks.
A signature campaign to stop female feoticide was also initiated in which all dignitaries, guest and persons present imfact agreed to 'save girl child'.

SYMPOSIUM ON "CHILD LABOUR - MORAL & LEGAL CONFLICTS" 17TH NOVEMBER, 2007

Delhi Legal Services Authority in association with School of Law & Legal Studies, Guru Gobind Singh Indraprastha University organized a Symposium on "Child Labour - Moral & Legal Conflicts" on 17th November, 2007 in Auditorium of Guru Gobind Singh Indraprastha University, Kashmere Gate, Delhi from 2.30 P.M. to 5.00 P.M.

Hon'ble Mr. Justice Dalveer Bhandari, Judge, Supreme Court of India, was the Chief Guest of the function. Hon'ble Dr. Justice M.K. Sharma, Chief Justice, High Court of Delhi & Patron-in-Chief, Delhi Legal Services Authority; Hon'ble Mr. Justice T.S. Thakur, Judge, High Court of Delhi & Executive Chairman, Delhi Legal Services Authority graced the occasion. Prof. M. Afzal Wani, Dean, School of Law & Legal Studies, Guru Gobind Singh Indraprastha University actively associated with Delhi Legal Services Authority in organizing this symposium. It was attended by Students, Lecturers, representatives of NGO, Market & Trade association, Police Officials etc.

The number of students from different colleges participated in the Symposium & each one spoke for 3 minutes duration either in Hindi or English.

Opening of Mediation and Conciliation Centre at Rohini Court Complex

Delhi Legal Services Authority has established new Mediation and Conciliation Centre, Commenced Training of Advocates on Mediation & Conciliation and also concluded the 2nd Special Plea Bargaining Adalat on 1st October, 2007 at Rohini Court Complex at 5.00 P.M.
Hon'ble Mr. Justice Ashok Bhan, Judge, Supreme Court of India and Executive Chairman, National Legal Services Authority was the Chief Guest of the function. Hon'ble Mr. Justice S.B. Sinha, Judge, Supreme Court of India was the Guest of Honour. Hon'ble Dr. Justice M.K. Sharma, Chief Justice, High Court of Delhi & Patron-in-Chief, Delhi Legal Services Authority; Hon'ble Mr. Justice T.S. Thakur, Judge, High Court of Delhi & Executive Chairman, Delhi Legal Services Authority; Hon'ble Mr. Justice Manmohan Sarin, Judge, High Court of Delhi & Chairman, Delhi High Court Legal Services Committee and Hon'ble Mr. Justice Kailash Gambhir; Hon'ble Ms. Justice Rekha Sharma; Hon'ble Ms. Justice Hima Kohli; Hon'ble Mr. Justice Veena Birbal Judges of High Court of Delhi graced the occasion. Mediation and Conciliation Centre consisted of One Secretary Room, One Staff Room and two Mediation rooms and the same was inaugurated by Hon'ble Mr. Justice Ashok Bhan, Judge, Supreme Court of India.
Mediation and Training Programme for advocates was jointly commenced by Hon'ble Mr. Justice Ashok Bhan and Hon'ble Mr. Justice S.B. Sinha, Judges of Supreme Court of India. The total 36 advocates completed the training programme successfully from 1st October - 20th October, 2007. The training was imparted by trained mediators from Judicial Services namely Shri G.P. Mittal, Shri M.L. Mehta. And Shri Sudhir Jain all District & Sessions Judges.
Special Courts were held in Tihar Jail on 27th & 28th September 2007 to deal with cases u/s 25 Arms Act, 61 Punjab Excise Act & 27 NDPS Act. 140 cases were disposed off by the Special Courts and the announcements of disposed by special plea bargaining court was made public during the function. In the function Hon'ble Mr. Justice Ashok Bhan addressed about the benefits of mediation and conciliation whereas Hon'ble Mr. Justice S.B. Sinha gave details about his vision ADR-2025. Various Bar Association including Rohini Bar association felicitated Hon'ble Mr. Justice Kailash Gambhir for becoming permanent Judge of High Court of Delhi.

 

IN THE MONTH OF SEPTEMBER- 2007

Launching of Legal Awareness Campaign on Traffic Rules and Regulations

Delhi Legal Services Authority in association with Delhi Traffic Police, New Delhi Municipal Council and Delhi Transport Corporation organized a Legal Awareness Campaign on Traffic Rules & Regulations as well as Drawing and Painting Competition for school children at Indoor Stadium, Talkatora Garden, New Delhi a prelude to Mega Traffic Lok Adalat held on 8th and 9th of September, 2007 under the directions of Hon'ble Mr. Justice S.B. Sinha, Judge, Supreme Court of India, for settlement of Traffic Challans Cases in four District Court Complexes of Delhi and 21 Courts of Special Metropolitan Magistrates.

Smt. Sheila Dikshit, Hon'ble Chief Minister of Delhi was the Chief Guest of the programme; Hon'ble Dr. Justice M.K. Sharma, Chief Justice, High Court of Delhi & Patron-in-Chief, Delhi Legal Services Authority and Hon'ble Mr. Justice T.S. Thakur, Judge, High Court of Delhi & Executive Chairman, Delhi Legal Services Authority had graced the occasion with their esteemed presence.

Sarpal, Officer of Special Duty welcome the Hon'ble Judges, distinguished dignitaries and guests. 4000 school students, 200 teachers & 50 NGO's attended the programme.

On this occasion, an Exhibition of Posters on Traffic Rules & Regulations was organized by Delhi Traffic Police and material on Road Safety Rules was distributed to the School Children. Disaster Management Vehicle, Speed Radar System, Palacards and bill boards carrying messages on Traffic Norms and Guidelines were displayed to create awareness among the School Children.

Hon'ble Chief Minister launched the Legal Awareness Programme and flagged off 100 Taxis & Autos carrying the message on Road Safety and Mega Traffic Lok Adalat.

Sh. Neeraj Kumar, Special Commissioner delivered the welcome address. In his speech he said that Traffic Rules are made for the safety of road users and everyone should observe them.

Hon'ble Mr. Justice T.S. Thakur delivered the message to the student community that they are future motorist and they have to obey the Traffic Rules & Regulations. His Lordship delivered the message that we will make the city safe with the help of Delhi Legal Services Authority and Delhi Traffic Police. His Lordship delivered the message to express his concern about the increasing number of Traffic Offences. His Lordship said that Traffic Offences are a big problem and it is a big challenge to deal with such high number of cases of Traffic Violation. His Lordship said that Delhi Legal Services Authority and Delhi Traffic Police have launched a campaign for the disposal of pending traffic violation cases.

Hon'ble Dr. Justice M.K. Sharma delivered the message that Traffic Rules must be obeyed and maintained at all cost. His Lordship addressed the student community as a future generation and said that they have a very important role to play and asked them to carry this message to all the household in Delhi.

Hon'ble Chief Minister delivered the message that everyone should drive the vehicle in their line and lane and pedestrians should cross the road in safe manner. Hon'ble Chief Minister said that there shall be no accident in Delhi if we walk and drive safely.

Sh. Dara Singh delivered the message that everyone should follow the Traffic Rules & Regulations while driving their motor vehicle. He encouraged the students to participate in sports and have nutritious diet to be healthy. He said that we should always speak truth and make contribution in the development and progress of the nation.

The Authority inaugurated Legal Aid and Counselling Centre at Tihar in association with Director General (Prisons), Central Jail, Tihar on Friday, 20th of July 2007 at 5:00 PM. 21st July, 2007 - Conclusion of First Ever Adalat On Plea Bargaining & Release of Informative Booklet on Plea Bargaining

The Authority organized Legal Awareness Programme on Plea Bargaining in Jail No. 1 so that the jail inmates can avail concessions in their punishment in view of the amendment made in the Code of Criminal Procedure by incorporation of Chapter XXIA on Plea Bargaining. On the conclusion of First Ever Adalat on Plea Bargaining was held on 21st July, 2007 and release of Informative Booklet on Plea Bargaining by the Chief Guest Hon'ble Mr. Justice Arijit Pasayat, Judge, Supreme Court of India in the august presence of Hon'ble Dr.Justice M.K. Sharma, Chief Justice, High Court of Delhi & Patron-in-Chief, Delhi Legal Services Authority; Hon'ble Mr. Justice T.S. 2nd June, 2007- Legal Awareness Programme for organ donation at Patiala House Courts, New Delhi.

Delhi Legal Services Authority organized a Legal Awareness Programme in collaboration with "Foundation for Organ Retrieval and Transplantation" and "New Delhi Bar Association" for organ donation at 3.30 P.M. on 2nd June, 2007 at Patiala House Courts, New Delhi.

Mrs. Mamta Sehgal, Judge Incharge, Patiala House Courts, Mrs. Sangita Dhingra Sehgal, Ld.Member Secretary, Delhi Legal Services Authority, Sh.A.K.Sarpal, Ld.Officer on Special Duty, Delhi Legal Services Authority, Sh. Sanjay Sharma, Project Officer, Delhi Legal Services Authority, Sh.P.H. Parikh, President, Supreme Court Bar Association, Sh.Subhash Gulati, President, Patiala House Bar Assocation and Sh.Jagdip Vats, Secretary, Patiala House Bar Association were present on the occasion. Mrs.Mamta Sehgal was the Chief Guest in the programme. Dr.Prakash Khanduri, Head of the Surgery and Transplantation Department, St. Stephens Hospital, New Delhi, Dr. Neerav Goyal, Head of the Surgery Department, St. Stephens Hospital, New Delhi and Mrs.Akantashi Sen Gupta St. Stephens Hospital, New Delhi created awareness about the medical aspects and significance of organ donation. 200 advocates of Patiala House Bar Association attended the programme.

Sh. Sanjay Sharma, Project Officer, Delhi Legal Services Authority delivered inaugural speech. He highlighted the objective of the Transplantation of Human Organs Act, 1994. He said that life is the most beautiful creation of the God and advancement of science and technology has made it possible to remove, preserve and transplant human organs from living and cadavers to save the life of suffering persons. He highlighted the legal aspects of the transplantation of human organs and the procedure and penalties provided by law in case of its violation. Dr. Prakash Khanduri explained the organ donation and comparative statistical figures of India and the world. Dr. Neerav Goyal made Power-point presentation of the Organ Donation and difference between living and cadaver donor. Sh.P.H.Parik emphasized the need of organ donation to save the life of suffering persons. Mrs. Mamta Sehgal and Mrs. S.D. Sehgal also sensitized and created awareness about the organ donation. Legal Awareness camp received overwhelming response from the Bar.

26th May, 2007 - Legal Awareness Programme on Role of Delhi Legal Services Authority in prevention of Domestic Violence.

The Authority organized a Legal Awareness Programme in collaboration with Amar Holistic Society for Disabled (NGO) on the issue of "Domestic Violence" at 5:30 PM on 26.05.07 at Community Centre, Welcome, Delhi near Shri Ram Mandir. Hon'ble Mr. Justice T.S Thakur, Executive Chairman, Delhi Legal Services Authority & Judge, High Court of Delhi and Hon'ble Mr. Justice S.N. Dhingra, Judge, High Court of Delhi graced the occasion. The dignitaries were welcomed by Ms. Sangita Dhingra Sehgal, Member Secretary, Delhi Legal Services Authority.

The following programmes were also performed:
1. Haryanvi Folk Dance by SC/ST Welfare Association.
2. Rajasthani Folk Dance by Anjum Cultural Society and Apex School.
3. Nukkar Natak on the theme of Domestic Violence by artists of Utsav Art, provided by Bhagidari Jan Sahyog Samiti(NGO).
4. Rajasthani Folk Dance by the students of Apex School, Delhi.

Prizes were distributed to the students and Momentos were distributed to the NGOs (Action India, SC/ST Welfare Society for Disabled, Health Fitness Trust, Department of Social Welfare and Naseem Gandhian etc) associated with the Authority in this programme by Hon'ble Judges of Delhi High Court.

 

IN THE MONTH OF APRIL - 2007

23rd April, 2007 - Legal Awareness Camp on the Role of Delhi Legal Services Authority in Promotion of Justice and Eradication of Child Labour


The Authority organized a Legal Awareness Camp in association with the Non- Governmental Organizations and Department of Social Welfare on 23rd of April, 2007 at Community Centre, Block No.14, Dhobighat, Kalyan Puri, Delhi from 5:00 PM to 7:00 PM. Hon'ble Mr. Justice T.S Thakur, Judge, High Court of Delhi and Executive Chairman, Delhi Legal Services Authority was the Chief Guest on this occasion, Hon'ble Mr. Justice Mukul Mudgal, Judge, High Court of Delhi; Hon'ble Mr. Justice H.R. Malhotra, Judge, High Court of Delhi; Hon'ble Ms. Justice Rekha Sharma, Judge, High Court of Delhi and Hon'ble Mr. Justice Kailash Gambhir, Judge, graced the occasion. The dignitaries were welcomed by Ms. Sangita Dhingra Sehgal, Member Secretary, Delhi Legal Services Authority.

The Hon'ble Executive Chairman expressed concern about the "Child Labour" in the society that it is a matter of shame that the children of our country are employed in Dhabas, Household and Agricultural fields even 50 years after independence. Hon'ble Executive Chairman said that these hildren are deprived from welfare measures and blessing to which they are entitled. Hon'ble Executive Chairman expressed hope that campaign against child labour would succeed with the assistance of Non-Governmental Organization and other persons collaborated with the Authority in the programme. Hon'ble Executive Chairman appreciated the Nukar Natak performed by the children of Bachpan Bachao Andolan and announced that DLSA will donate Rs.5000/- to the performers of Nukar Natak to encourage them and for their education, books, clothing and welfare. Hon'ble Executive Chairman expressed hope that with the assistance of NGOs and other persons, we will be reach at a stage when child labour will eliminated from the society and the country.

The following programmes were also performed:
1. Rajasthani Folk Dance by Anjum Cultural Society.

2. Patriotic Song by Little Angles School.
3. Haryanavi Folk Dance by students of Ms. Kamlesh Sharma.
4. Cultural Programme by SC and ST Welfare Association (NGO).

6. Nukar Natak on Child Labour by Bachpan Bachao Andolan (BBA/NGO).

IN THE MONTH OF DECEMBER - 2006

DECEMBER 10, 2006 - LEGAL AWARENESS PROGRAMME AT SPRINGDALE'S SCHOOL, PUSA ROAD, DELHI.

A stall was set up with sufficient publicity material i.e. pamphlets, hand book and booklet for spreading Legal Awareness to the students and their parents about the functioning of Delhi Legal Services Authority inside the Springdale's School, Pusa Road, Delhi during the Annual Fate of the School. The Programme for Spreading Legal Awareness was conducted by Counsellors of Delhi Legal Services Authority and Ms. Sangita Dhingra Sehgal, Member Secretary, DLSA also Participated in the programme.


DECEMBER 23, 2006 - LEGAL AWARENESS PROGRAMME AT KULACHI HANSRAJ MODEL SCHOOL

A Programme to spread Legal Awareness was conducted by Counsellors of Delhi Legal Services Authority alongwith their assistants. The Programme was helpful in making students aware of Road Safety Rules and Role of Delhi Legal Services Authority in providing free Legal Services. The visual presentation i.e. "Satyamev Jayte" was also shown to the students of Kulachi Hansraj Model School, Ashok Vihar, Phase-III, Delhi-52.


DECEMBER 23, 2006 - LEGAL AWARENESS PROGRAMME AT S.D. PUBLIC SCHOOL,WEST PATEL NAGAR.

On the occasion of Annual Fate of S.D. Public School, West Patel Nagar, Delhi, the Authority set up a stall with sufficient publicity material i.e. pamphlets, hand books and booklets for spreading Legal Awareness among the students and visitors at S.D. Public School, West Patel Nagar, Delhi alongwith the Mobile Legal Services.

The Delhi Legal Services Authority (Erstwhile Delhi Legal Aid & Advice Board constituted in the year 1981) celebrated its Silver Jubilee on 10th November, 2006 at India Gate Lawns at 5.00 P.M.

On this eve, Advocates, NGOs and Ex-Child labour around the India Gate formed a Human Chain around Queen's Fountain and took a pledge that they shall uproot the evil of child labour.


November 14, 2006 : Provision of Counter at "Delhi Pavilion IITF"


A Counter was set up with sufficient publicity material i.e. pamphlets, hand book on "Sawal Hamare Jawab Aapke" and booklet on "Child Labour" for legal awareness of the public at "Delhi Pavilion IITF" at Pragati Maidan during the period from 14.11.2006 to 28.11.2006. Although a huge number of public was apprised of the various activities/services being rendered by the Authority but only 3505 could be registered due to the fact that public kept pouring in the Pavilion through out the day in large number.

Delhi Legal Services Authority (D.L.S.A) in association with North Delhi Power Ltd. celebrated a Commemoration and Award Presentation Ceremony on 26th of September 2006 at Patiala House Courts for successful settlement of more than 10,000 cases with effect from October - 2003 to July - 2006 pertaining to North Delhi Power Limited, under the aegis of D.L.S.A, at pre-litigative stage (i.e. before the parties go to Courts) in conciliation, Permanent Lok Adalats, and Special Lok Adalats.
Hon’ble Mr. Justice Vijender Jain, Acting Chief Justice, High Court of Delhi & Executive Chairman, D.L.S.A and Hon’ble Justice Dr. M.K. THE RIGHTS OF MOTHERS & CHILDREN LODGED IN JAILS

The Authority in association with Central Jail, Tihar organized an Awareness Campaign for the Welfare of the Infants and Mother-Inmates on 20th of September 2006 at Women Jail No. 6, Central Jail, Tihar at 5:00 P.M.

Hon’ble Mr. Justice K.G. Balakrishnan, Judge, Supreme Court of India and Executive Chairman, National Legal Services Authority; Hon’ble Mr. Justice Arijit Pasayat, Judge, Supreme Court of India; Hon’ble Mr. Justice Vijender Jain, Acting Chief Justice, High Court of Delhi and Executive Chairman, Delhi Legal Services Authority graced the occasion. A booklet on Guidelines was also released by Hon’ble Mr. Justice K.G. Balakrishnan, Judge, Supreme Court of India and Executive Chairman, National Legal Services Authority on this occasion.

The Awareness Campaign was organized to make aware the women jail inmates about the guidelines as laid down by Hon’ble Mr. Justice Y. K. Sabharwal, Chief Justice, Supreme Court of India in writ petition no. 559/94, so as these directions of the Hon’ble Court are complied with in letter and spirit and to make aware the undertrials / inmates of their legal rights, such as, right to live with human dignity, adequate diet, health and medical care, clean hygienic living conditions and proper clothing, right to communicate which includes contact with family members and other persons and right to access to court of law.

HOLDING OF LOK ADALAT & LAUNCHING OF "3RD MOBILE LEGAL SERVICES VAN"

The Authority organized Lok Adalats for settlement of Matrimonial/Mutual Consent Divorce Cases in association with Delhi Commission for Women, for the settlement of the cases on pre-litigative stage pertaining to Mahanagar Telephone Nigam Ltd., Municipal Corporation of Delhi and various Banks (i.e. M/s. HDFC Bank, Centurain Bank, ICICI Bank & American Express Bank). For the first time, Criminal Compoundable Cases pertaining to South and South West District of the Delhi Police for settlement of pre-litigative stage were taken up.

A booklet “WO(W)MAN” on “Marriage and Divorce” was released by Kumari Selja, Hon’ble State Minister for Housing & Urban Poverty Alleviation, Govt. of India.

Another booklet on “Consumer Rights” was released by Ms. Vandana Luthra, Managing Director, VLCC. On the occasion of WORLD ANTI-TOBACCO DAY on 30th May, 2006, Universal Helpage (India) Trust organized Seminar and Training Workshop on Tobacco Control Act & it’s Enforcement in association with Delhi Legal Services Authority, Ministry of Health & Family Welfare-Govt. of India, World Health Organization and Directorate of Health Services-Govt. of Delhi.


Ms. Sangita Dhingra Sehgal, Member Secretary of the Authority launched "2nd MOBILE LEGAL SERVICES VAN” from India International Centre, New Delhi.
INTERNATIONAL LABOUR DAY

On 1st May, 2006 International Labour Day at Dr. B.R. Ambedkar Auditorium of Andhra Pradesh Govt. Guest House, (Andhra Bhavan) New Delhi was celebrated by the Authority. Sh. Mangat Ram Singhal, Hon’ble Minister for Industry & Labour, Govt. of N.C.T., Delhi, Hon’ble Mr. Justice Vijender Jain, Acting Chief Justice, High Court of Delhi and Executive Chairman, Delhi Legal Services Authority; Hon’ble Dr. M.K. Sharma, Judge, High Court of Delhi and Chairman, Delhi High Court Legal Services Committee graced the occasion in the august presence of Ms. Nafisa Ali, Social Activist & Chairperson, Children Film Society; Ms. Sushma Seth, a Prominent Film & TV Personality and Shri Ashok Chauhan, Founder Chairman, AMITY Law School.

Hon’ble Mr. Justice Vijender Jain, Acting Chief Justice, High Court of Delhi released the booklet on “Unorganized Labour-Rights and Remedies” On this occasion, the Authority also organized a Debate/Discussion on Contract Labour & its Dilemma and Hindi Film “Rang De Basanti” was also screened for the recreation of the labourers. Skit play on contract labour was performed by the artists from Song & Drama Division.

Celebrations of International Women’s Day by Delhi Legal Services Authority.

Launching of Mobile Legal Services :
On the occasion of International Women’s Day the Authority launched the Mobile Legal Services to provide legal services to the public at large at their doorstep to fulfill its motto in “Justice for All” in letter and spirit.

The Mobile Legal Services was launched by Smt. Sheila Dikshit, Hon’ble Chief Minister of Delhi on 8th of March-2006 from Community Centre, Bapu Samaj Sewa Kendra, Panchkunian Road, New Delhi.

Various Govt. & Non-Govt. organizations were associated on this occasion. An exhibition on child & women welfare was displayed by cooperation of DAVP & Deptt. Of Social Welfare. Free medical facilities were made available by NDMC & Banarasidas Chandiwala Institute of Medical Sciences, Maa Anadmai, Ashram Marg.

The Craft persons from various states displayed their stalls for Exhibition-cum-sale of the handicrafts of the respective states by coordination with DTTDC. A cultural programme was also organized for the whole day wherein the troops from Song & Drama Division, Punjabi Academy, Sahitaya Kala Parishad and Kalka Institute gave their performances.
